With the introduction of ITIL 5, many organizations are asking the same question: is it worth upgrading, or does ITIL 4 remain the best choice?
The short answer is simple: for most organizations, very little changes in the short term. ITIL 4 remains a proven and highly effective framework for IT service management.
At the same time, ITIL 5 introduces new capabilities that better align with digital products, artificial intelligence (AI), and modern governance requirements. ITIL 5 is not a completely new framework that replaces ITIL 4. Instead, it represents the next step in the evolution of ITIL.
With ITIL 4, the focus shifted from processes to value creation. Today, organizations operate in a world where they do more than deliver IT services. They also develop and manage digital products, platforms, and AI-driven services. ITIL 5 builds on the value-focused principles of ITIL 4 while addressing these modern realities more effectively.

The launch of ITIL 4 in 2019 marked a significant modernization of the framework. The emphasis shifted from process management to value creation.
Core concepts such as the Service Value System (SVS), the Service Value Chain, and the 34 management practices continue to provide a solid foundation. As a result, ITIL 4 remains an effective approach for organizations seeking to manage, deliver, and continually improve IT services. Existing certifications also continue to retain their value.
The digital landscape is evolving rapidly. Today’s IT organizations do more than provide IT services. They increasingly develop and manage end-to-end digital products, platforms, and customer journeys.
At the same time, AI is becoming a critical part of business operations. While it creates new opportunities, it also introduces new challenges relating to governance, transparency, accountability, and risk management.
To address these developments, ITIL has expanded its focus to Digital Product and Service Management. This broader perspective enables ITIL 5 to align more closely with the needs of modern digital organizations.
1. From Service-Centric to Product-Centric
While ITIL 4 primarily focuses on services, ITIL 5 takes a broader view by addressing both digital products and services.
This makes the framework better suited to organizations that operate with product teams, digital platforms, and integrated customer journeys. It also supports a more end-to-end way of working.
2. Greater Focus on AI and Governance
One of the most notable enhancements in ITIL 5 is the integration of AI governance.
ITIL 5 provides guidance for the responsible adoption and management of AI, with a focus on transparency, oversight, accountability, and risk management. In addition, a dedicated AI Governance extension module is expected to further support organizations in this area.
3. A New Perspective on the Lifecycle
ITIL 4 introduced the Service Value Chain as the central model for value creation.
ITIL 5 expands this concept through the Product and Service Lifecycle Model, which better reflects the complete and iterative lifecycle of modern digital products and services.
4. Stronger Alignment with Industry 5.0
ITIL 5 is closely aligned with the principles of Industry 5.0.
This approach, promoted by the European Union, shifts the emphasis from purely economically efficient processes to processes that are human-centric, sustainable, and resilient. It highlights the combination of human creativity and expertise with the power of automation and AI.
For most organizations, an immediate migration is not necessary.
ITIL 4 continues to provide a relevant and valuable framework for IT service management, and existing certifications remain valid. PeopleCert has indicated that ITIL 4 and ITIL 5 will coexist for the foreseeable future.

For professionals, ITIL 4 remains an excellent foundation. The knowledge, experience, and certifications you have already earned continue to be valuable.
For example, an ITIL 4 certification still provides access to specialist modules within ITIL 5.
However, ITIL 5 knowledge can be a valuable addition for professionals working in digital transformation, product management, AI governance, or enterprise service management. It helps prepare you for the challenges and opportunities organizations are likely to encounter in the coming years.
ITIL 5 does not replace ITIL 4. Instead, it builds upon the foundation established by ITIL 4.
Rather than viewing this as a choice between old and new, organizations should see ITIL 5 as the next stage in the framework’s evolution.
For many organizations, ITIL 4 will continue to provide everything needed to manage IT services effectively for years to come. ITIL 5 becomes especially relevant for organizations that adopt product-centric operating models, develop digital products, or increasingly rely on AI-driven capabilities.
The right path depends on your organization’s goals, strategy, and digital maturity.
