What is Introductie Nederlandse Overheid Referentie Architectuur (NORA)

The complexity of the digital government requires professionals who look beyond their own organization. This introductory Dutch Government Reference Architecture (NORA) training provides the essential depth to effectively use NORA as a tool for high-quality public service.

NORA is not just a collection of documents; it is the foundation of our digital government. It forms the national framework of agreements that ensures government services, from municipalities to the central government, are reliable, accessible, and interconnected. NORA translates complex legislation and societal challenges into manageable design principles.

After this training, you can take the Certified NORA Professional (CNORA) exam. As a (future) Certified NORA Professional, you act as the bridge between policy, technology, and implementation. You not only get to know the principles of NORA, but also learn to apply them to solve issues. Besides nationally, Europe is also involved with the European Interoperability Framework (EIF). EIF is a set of recommendations for national governments, aimed at making and keeping digital public services interoperable within the EU.

The Introduction NORA training is intended for professionals within and around the government who are involved in digital services, information provision, and architecture. The training helps participants understand how NORA provides guidance for collaboration, design choices, and digital developments within the government, such as:

  • Enterprise, domain, and solution architects – Gain insight into the principles and guidelines of the Dutch Government Reference Architecture and how they can be used to support architectural choices within the government.
  • Information architects and IT specialists – Learn how NORA provides guidance for the organization of information provision, systems, and data exchange between government organizations.
  • Information managers and CIO office staff – Understand how NORA helps to steer coherence, standardization, and strategic choices in digital services.
  • Project and program managers of digital projects – Gain insight into how NORA principles can help make projects better aligned with existing government provisions and architecture agreements.
  • Policy staff involved in digitization – Discover how architecture and NORA contribute to a coherent digital government and how policy can align with it.
  • Suppliers and consultants working with the government – Gain insight into the architecture principles and agreements within the government, so that their solutions better align with the government architecture.
  • CIOs and CDOs – the position and role of architecture, specifically NORA, and the standards in the data domain.


Prerequisites

There are no specific requirements required for this training. Familiarity and affinity with government organization issues and architecture are a plus.


Objectives

The learning objectives of the training are focused on understanding and being able to apply the NORA:

  • What is Architecture in a business context and how does NORA fit into this.
  • Explaining the NORA structure and its purpose (interaction model, layers, principles).
  • Analyzing services as a system of interactions, rules, and supported facilities.
  • Applying the five layers to your own issues in chains or projects.
  • Recognizing relevant standards and placing them within NORA.
  • Translating architecture principles into governance and implementation decisions.
  • What is EIF and how does it relate to NORA.
